Synopsis

To manage healthcare expenditure in Canada, many believe we need to change the way we pay physicians. If so, then what are the options we should be considering? What models would improve efficiency and coordination across the continuum of care?

On this call, Researcher on Call examines the recommendations of a recently published paper called Physician Payment Mechanisms: Overview and Options for Canada. Commissioned by CHSRF, the paper by Pierre-Thomas Léger was the topic of discussion at a stakeholder event held in Ottawa on March 18, 2011.

This Researcher on Call session expands that discussion and invites participants—policy-makers, researchers and citizens from across the country—to consider and propose realistic and innovative policy options for physician payment.

Dr. Léger is an Associate Professor of Health Economics in the Institute of Applied Economics at HEC Montréal. He holds a Bachelor of Social Science in Economics and Political Science from the University of Ottawa and an MA and PhD in Economics from the University of Western Ontario.

Dr. Léger is a fellow of the Inter-University Centre on Risk, Economic Policies and Employment (CIRPÉE) and the Center for Inter-University Research and Analysis of Organizations (CIRANO), and is an associate fellow of France's Centre pour Recherche Économique et ses Applications (CEPREMAP). He also spent the 2006–2007 academic year as a visiting researcher at the Paris School of Economics.

Dr. Léger specializes in the industrial organization of healthcare, health economics and applied econometrics, with special emphasis on physician payment mechanisms. He has published in international journals, including the Journal of Human Resources, the Journal of Health Economics, Health Economics, and the Journal of Economics and Management Strategy.

Dr. Léger has presented his research at over 75 conferences and university seminars. One of his current research projects is examining the effects of team-based incentives on cardiologists' treatment choices in cardiac catheterization labs.

SusanSusan Fitzpatrick

Susan Fitzpatrick is the Assistant Deputy Minister, Negotiations and Accountability Management Division, Ministry of Health and Long-Term Care. Susan has worked for the Ontario Public Service since 1982. She has progressed through a number of jobs including Manager, Director of Provider Services Branch and Executive Director, Negotiations and Accountability Management. Susan is responsible for a large health care programs portfolio including health services, primary care and provincial programs with transfer payments of more than $12.5 billion and 326 staff. Susan was a key member of the core group leading the 2008 OMA physician negotiations. She was responsible for developing a negotiating strategy and mandate to address key government priorities and negotiating innovative performance-based funding arrangements, restructuring relationships, and transforming the way business is conducted.

Susan has a Bachelor of Arts, Honours Business Administration from the University of Western Ontario and a Master of Public Administration from Queen’s University.
