Understanding the ‘Lay of the Land’: Assessing Organizational Improvement Capability

Synopsis:

In healthcare, we often refer to the need for a “cultural shift” toward care that is centred on the patient and promotes continuous improvement. A review of high-performing health systems internationally, identified these six key attributes, which are critical in creating and sustaining an improvement culture:

  1. Focusing on population needs;
  2. Engaging healthcare providers and front-line managers in creating an improvement culture;
  3. Building organizational capacity;
  4. Creating supportive policies and incentives;
  5. Engaging patients and citizens; and
  6. Promoting evidence-informed decision-making.

For healthcare organizations and health systems that are embarking on the change journey, these attributes can inform an assessment: Where is your organization now, in terms of its improvement culture and capability vs. where it needs to be? Join CFHI as we share useful tools and approaches to assessing organizational improvement capability.

Denis RoyDenis A. Roy, MD, MPH, MSc, FRCPC, Clinical assistant professor, École de santé publique de l’Université de Montréal Associate professor, Université de Sherbrooke and McGill University

Dr. Denis A. Roy holds a community medicine specialty and is a Harkness Fellow of the Commonwealth Fund in Health Policy. Since 2009, he has served as the vice president of scientific affairs for Institut National de Santé Publique du Québec and is responsible for supervising the Institute’s comprehensive scientific program on the determinants of population health. Dr. Roy is also president of the Board of l'Initiative sur le Partage des Connaissances et le Développement des Compétences, a broad-based capacity building consortium aimed at health system improvement, and is the proud author of a recent book on health networks’ management and governance. Previously, Dr. Roy worked in three other executive leadership positions at Agence de la Santé et des Services Sociaux de la Montérégie, at Quebec Health and Social Services Ministry and at Montreal Public Health Department.

Dr. Roy holds an MD from Laval University. In addition, he earned a Master of Public Health at the University of California, Berkeley, and a Master of Science (Epidemiology) at McGill University. A fellow of the Royal College of Physicians in Community Medicine, he has been honoured with some prestigious awards, including an Excellence Award by the Quebec Association of Community Health Physician, and he is currently the only Canadian to have twice received the Canadian Health Services Research Advancement Award, which he obtained due to his outstanding work in Montréal and Montérégie.

Jean-Louis-Denis imageJean-Louis Denis, Professor, École Nationale d’Administration Publique, Canada Research Chair in Governance and Transformation

Jean-Louis Denis, PhD, is Full Professor at the École Nationale d’Administration Publique (ÉNAP) and holds the Canada research chair on governance and transformation of health care organizations and systems at ÉNAP. He is a visiting professor at Euromed Management (Marseille) and researcher at the Institut de recherche en santé publique de l'Université de Montréal. He pursues research on governance and process of change in health care organizations and systems. His current research looks at integration of care and services, health care reforms, medical leadership and leadership in professional organizations and the role of scientific evidence in the adoption and implementation of clinical and managerial.

Jean-Louis is a member of the Royal Society of Canada, fellow of the Canadian Academy of Health Sciences and chair of the advisory board of CIHR’s Institute of Health Services and Policy Research. He was the founding academic coordinator of the FORCES/EXTRA initiative from 2003 to 2007, a training program which aims at developing Canada’s health managers’ competencies in research use. Jean-Louis is the Lead Academic Faculty for the Atlantic Healthcare Collaboration. Areas of expertise include organizational theories, organizational change and innovation, governance, healthcare reforms and medical and professional leadership. Since January 2014, Jean-Louis is an International visiting fellow at the King's Fund (London, UK) for an initial period of two years.

Claudia joined CFHI in 2012 and brings six years of nursing experience, including three years as a COPD clinical case manager at the Centre Hospitalier de l’Université de Montréal (CHUM). Claudia continues her work in COPD as the co-lead of the INSPIRED Approaches to COPD Care: Improving Care and Creating Value Collaborative - a spread collaborative supporting 19 teams from every province across Canada. She is also the project lead of the evaluation for CFHI's Atlantic Healthcare Collaboration in Chronic Disease - in addition to co-designing and implementing the evaluation, Claudia offers support to the teams involved from across Atlantic Canada. Another noteworthy project is Claudia's leadership of CFHI’s organizational self-assessment tool, Accelerating Healthcare Improvement: CFHI’s Assessment Tool. Claudia holds a Master of Health Administration from the University of Montreal and is also a graduate of the University of Montreal School of Nursing.
